The Swiss Red Cross (SRC) is part of the International Red Cross & Red Crescent Movement, the world’s largest humanitarian organisation. The movement has three components: the National Societies, the International Federation of Red Cross & Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC).
The Swiss Red Cross has been implementing projects with its national partners to reduce the vulnerability of resource-poor, marginalized communities in Bangladesh since the early 70ies. The focus is on reducing the vulnerability to natural and health hazards especially of poor and disadvantaged people. To address the vulnerability of the disadvantaged and extreme poor population, SRC is implementing disaster risk management (DRM) programme in a resilience framework. It is also working in the urban slums to empower the poor communities to receive their entitlement and services from the state and non-state service providers. In Cox’s Bazar following the massive influx in August 2017, SRC along with its national partner, Bangladesh Red Crescent Society (BDRCS), is implementing an integrated health and protection programme in formal collaboration with the Ministry of Health and its line directorate, the Directorate of General Health Services (DGHS). Strengthening the capacity of the Host National Society, the Bangladesh Red Crescent Society (BDRCS), and its branches across the country is an overarching objective of SRC. SRC has a Project Coaching Office (PCU) in Dhaka with two international delegates and 16 national employees and more than 50 staffs seconded to partner organisations.
Resilience Specialist
is a leadership position in SRC-PCU to be based in Dhaka, with frequent travels to various parts of the country.
Your duties
Lead the management and coordination of all SRC supported DRM/Resilience Projects across all steps of project cycle management (PCM). This will primarily entail extending strategic and technical support to BDRCS in project cycle management for effective project implementation.
Plan and support the implementation of emergency response and recovery programmes following occurrence of hazard and crisis events across the country
Contribute to and support BDRCS in the design and planning of new programmes at Cox’s Bazar followed by their effective management and implementation through BDRCS; represent SRC at key coordination platforms working out of CXB having direct relevance for our work
Support BDRCS in advocacy and lobbying with the national and sub-national government authorities for aligning and coordinating project implementation processes with govt. plans and initiatives
Review and adapt existing capacity building plans for the HNS/BDRCS and its branches and extend necessary technical and management support towards its implementation
Advise BDRCS on key strategic issues in the area of resilience/DRM and allied fields of effective cash transfer, forecast based financing, use of digital technology for mapping and assessments
Liaise with international and non-governmental organizations working in the area of resilience and DRM with a thematic focus similar to the project supported by SRC
Undertake documentation to enhance programmatic quality and visibility as well as to build/strengthen institutional memory of SRC and BDRCS
Ensure that all plans, programmes, projects and activities related to DRM and Rohingya Refugee programming at Cox’ Bazar are in line with SRC’s country programme, the govt. policies, and movement policies, strategies, frameworks, and standards
Engage with in-county movement partners to support HNS strategically position itself in resilience programming
Effectively line manage, the SRC programme managers and the field team in planning, monitoring and review of BDRCS implemented projects
Support capacity development of SRC staff engaged with DRM/resilience programming across the country
Your profile
Master in Disaster Management or allied field, and/or Social Sciences
Minimum of 10 years of working experience with 5 years of experience in senior management position
Proven experience of working with community based approaches
Proven experience of working the govt. (ministries, line departments, local govt. institutions, etc.)
Experience with capacity-building / on-the-job training of local staff
Demonstrated skills in financial management
Excellent analytical and problem solving skills
Work experience within the International Red Cross and Red Crescent Movement including capacity building and organisational development an asset
Very good command of written and spoken English
International education and/or international work experience will be an advantage
