VACANCY ANNOUNCEMENT
The International Federation of Red Cross and Red Crescent Societies (The Federation) is the world’s largest humanitarian organisation. The Federation has been working with Bangladesh Red Crescent Society for more than 30 years in humanitarian fields mainly disaster response and management, cyclone preparedness, disaster relief and recovery, community based disaster preparedness, risk reduction and mitigation, etc. The British Red Cross (BRC) works under the auspices of the Federation in Bangladesh in close cooperation with the BDRCS.

The BRC has a long history of working closely with and supporting the BDRCS under the auspices of the IFRC in Bangladesh.  In line with the BDRCS’s strategic plan the BRC is providing continuous support to BDRCS to implement Vulnerability to Resilience (V2R) projects in different locations in Bangladesh. To continue this support, we are seeking to employ immediately a suitably Senior Technical Officer-M&E based in Barisal.
Position:                            Senior Technical Officer- Monitoring & Evaluation 
Duration:                            03 Months (Extendable based on availability of fund)
Salary:                                BDT. 80,000 (Gross) with other benefits as per HR policy

Overall Purpose of the Post
The Senior Technical Officer-M&E will provide technical direction for all M&E related systems, processes, analysis, and reporting of Barisal Urban V2R project of BRC and will contribute to new project development initiatives as necessary. The Senior Technical Officer-M&E will be responsible for developing in-house tools and data management systems to track M&E indicators across the projects. Additionally, the Senior Technical Officer-M&E will provide technical support and contribute to staff training and mentoring in areas of evaluation, data collection and analysis, learning agenda development and other project-level M&E-related deliverables. The Senior Technical Officer-M&E will represent BRC to external audiences to showcase project impacts and achievements. He will liaison with relevant officials of Performance & Accountability (P&A) department of BRC in London under the guidance of his/her line manager. Besides, he/she will provide support to the Technical Officer- M&E of other V2R projects as and when required.

About you
You will have extensive experience in managing M&E related activities of the projects. Specifically process and progress monitoring, evaluation of projects, planning and implementing different assessments for collecting data and information, formulation of reports and technical excellence in managing quantitative data.
You should have a high level of computer literacy. You will recognise the importance of developing and maintain respectful relationships with colleagues, partners and stakeholders. At the same time, you are determined to achieve quality outputs.
You should have a positive mind-set and a can do attitude, motivated to work with a professional and committed team.

Duties and responsibilities
  • Provides technical leadership in monitoring and evaluation systems and processes of the Barishal Urban) V2R project
  • Synthesizes project successes and finalizes and aggregates project’s M&E indicators
  • Provides technical guidance and direction for, and review of, BRC M&E activities and resulting deliverables including reports;
  • Undertake routine monitoring and baseline surveys including designing data collection tools, training enumerators, ensure quality of data, analyse data and prepare reports.
  • Support technical backstopping mission, midterm review (MTR) and final evaluation process of the project.
  • Design tools of M&E in consultation with the programme team in Bangladesh and
  • P&A division/department of UKO
  • Develop progress monitoring systems, design tools and train Community Organizers based on the indicators set in the log frame.
  • Collect, enter and analyse data and prepare reports on monthly and quarterly basis.
  • Conduct M&E related training/s for project staff and volunteers
  • Monitor all project activities and progress towards achieving the project output.
  • Prepare success stories and case studies for sharing with BDRCS/BRC and relevant stakeholders.
  • Visit the project site(s) regularly and submit regular monitoring reports to the programme team.
  • Ensure that analysis and findings from monitoring and reporting are communicated to the project team, internal and external stakeholders effectively.
  • Work as a team member and share views and plans with BDRCS/BRC colleagues, and management.
  • Provide support to the programme team in developing concept notes and project proposals
  • Capture learning from other BDRCS projects and share with project staff. Also, share learning from project with others.
  • Coordinate with BDRCS PMER Unit to contribute in the field of M&E of BDRCS other DM Programs/Projects.
  • Establish and maintain effective working relationships with BRC and BDRCS project teams.
  • Coordinate with BDRCS’ PMER Units and IFRC.
  • Perform any other duties as assigned by the appropriate authority.

Experience  
Minimum 5 years of relevant experience on M&EX 
Experience and skills in developing monitoring, evaluation and research protocols and toolsX 
Experience and skills in developing tools for community based participatory monitoringX 
Experience in working with local communities, civil society, partners, LGIs and governments officials X
Experience of working with the Red Cross and Red Crescent Movements X
Experience in periodic data collection, analysis and generating report for making management decisions X
